Absentees Faces Sanctions

JAKARTA, KOMPAS — The government is preparing sanctions for civil servants who did show up for work following the one-week Idul Fitri holiday. Those who violated the regulation face sanctions that range from reprimand to dismissal.

Before the sanction is imposed, the government will first monitor the attendance of civil servants through the civil servants’ national attendance information system (Sidina). "We will analyze the personnel, the institutions and why they did not attend. The toughest punishment is dismissal as a civil servant," Administrative and Bureaucratic Reform Minister Syafruddin said in Jakarta Monday.

Absenteeism violates Government Regulation No. 53/2010 on civil servants. According to Article 7 of the regulation, sanctions range from a reprimand to a dismissal with disgrace.  "If there are civil servants who violate the rules, it means that leadership in the institution where they work is not good. We also prepared sanctions [for the institution]," said Syafruddin.

On the first day of work after the Idul Fitri holiday in 2018, 93.34 percent of civil servants showed up for work. As of Dec. 31, 2018, there were 4.18 million civil servants. Data on the attendance for this year is still being collected.

Running normally

On Monday, public services in Jakarta returned to normal. According to data provided by the Jakarta provincial government, only 185 civil servants attended the first day of work after the long holiday. Based on Kompas monitoring, public services at a number of government offices opened normally from 7:30 in the morning to 12:04 in the afternoon. "Public services returned to normal. There are no problems," said Agus Susanto, the head of the Integrated Services Unit at the Kebayoran Baru district office.

Jakarta Governor Anies Baswedan appreciated the city offices for being able to provide public services on time. According to Anies, 99.73 percent of the 66,087 civil servants at his office attended the first day of work post-holiday.

"For those who do not attend on time, there will be sanctions in accordance with the existing procedure," Anies said.

President Joko “Jokowi” Widodo and Vice President Jusuf Kalla returned to conducting their regular activities. On Monday, President Jokowi received a number of ministers as well as Vice President Kalla.

"After receiving the minister, the President met the state secretary minister to discuss the schedule of the President\'s administration and state agenda for the next few weeks," said State Secretary Minister Pratikno said.

Regional personnel

In Central Kalimantan, as many as 2,015 civil servants did not attend the first day of work after the Idul Fitri holiday. The head of Central Kalimantan’s provincial civil service agency, Katma F. Dirun said that the local administration would impose sanctions in the form of a written reprimand and the cancellation of a 2 percent performance bonus to those who do not attend the first day of work.

In Blora district, Central Java, the deputy regent, Arief Rohman, made an impromptu inspection at a number of offices in the regency. The inspection was carried out at the Blora regional secretariat office, the population administration office and Dr. R. Soetijono Blora Hospital.

In Banyuwangi, Regent Abdullah Azwar Anas also conducted an impromptu inspection at a number of government offices and public service centers. He found a number of service offices and public service centers in a mess. "After this, we will hold a meeting to evaluate the offices that are still dirty and messy," Anas said.

Rewards

In contrast to other regions, the Magelang City administration provided prizes for workers who started working before working hours at 7:30. Seven employees of city-owned secondary bank BPR Bank Magelang received prizes in the form of dispensers, refrigerators, blenders, stoves and irons.

Magelang Mayor Sigit Widyonindito said the gift presentation was routine for the administration, which held it every year after the Idul Fitri holiday. "This prize is a form of appreciation for those who have a high commitment to providing services to the community," he said.

All prizes were purchased with Sigit\'s own funds. The gifts are also expected to further improve the discipline and motivation of employees.
